Course Description

This course focuses on the “frontier” of the global economy, where trillion-dollar value is being created but remains largely invisible to traditional revenue authorities. It examines how the rapid evolution of technology, from AI systems and data flows to virtual worlds, has made legacy concepts like “physical presence” and “taxable events” increasingly obsolete. Participants will explore a fundamental shift where physical and digital economies merge, requiring entirely new frameworks to ensure that nations can capture value from the digital substance rather than just its “shadows”.

  1. Participants will learn to analyze the four massive value streams currently operating outside taxation frameworks: data flows (unpaid data mining), algorithmic decision-making (AI replacing human workers), digital labor (cross-border cloud-based work), and the metaverse (virtual real estate and services). The course uses real-world examples, such as the ChatGPT architecture, to demonstrate how services delivered globally without local presence create immense untaxed taxable value.
  2. Participants will evaluate specific, implementable proposals designed to bypass complex traditional calculations. These include a 3% “Data Levy” (modeled after oil royalties) for companies extracting data from local users, an Algorithm Tax to capture revenue lost when automation replaces human jobs, and a Digital Worker ID system to track and tax international cloud earnings at a simple flat rate.
  3. The course prepares participants for the “next wave” of untapped sources emerging over the next decade. You will gain insights into taxing Quantum Computing as a Service (QCaaS), the Brain-Computer Interface (BCI) economy where “thought work” becomes a commodity, and even Space-Based Digital Economies involving orbital data centers and satellite-to-satellite commerce.
